Small churches and growth
Historically small churches that don't really grow and struggling usually the cause of either or both the pastor and the members spiritual fruits. A church is an assembly of believers and is made up of real spiritual people. The Scriptures teach every believers to be committed to a local church where he or she is loved and cared for, instructed in the things Christ commanded, encouraged to grow spiritually, and serving Christ effectively.
When a local church do not grow phsyically usually means she have not grown spiritually.
What may be unique is a local church that is primary a culture such as a deaf Church. Deaf church only can grow based on the area's population of deaf people. Reaching out to deaf people spiritually is more difficult because many of them had bad experiences with churches when they were younger and don't want anything to do with anything with Christianity. More and more "hearing churches" are picking on this and decided to have a special ministry that is lead by a deaf person to reach out to the lost deaf. Many hearing churches have been sponsoring many of the deaf churches around the world. The deaf church I was with was sponsored by two hearing churches.
